Is MGCP a Cisco proprietary protocol?

I have found conflicting reports.  This snippet from Certification Zone says that it is...

"MGCP is a Cisco proprietary protocol and one of its biggest advantages lies in its ability to keep an end-to-end call connected even if the primary Call Manager fails."

Can someone please clarify for me?
