ISDN BR0/1/1 Q931: Ux_DLRelInd: DL_REL_IND received from L2

I am having trouble with making outbound calls on BRI with an 1861 in spain.

I can make inbound calls OK.

But when i try to call out, i get the following errors

ISDN BR0/1/1 Q931: Ux_DLRelInd: DL_REL_IND received from L2

ISDN BR0/1/1 **ERROR**: L"_AdvanceVA: TX_ack_queue empty

  ISDN BR0/1/1 Q931: Ux_DLRelInd: DL_REL_IND received from L2

Is this an issue with the circuit or config?

most likely config.  Is this a CME or connected to CUCM?  MGCP or H323?  what do you get with a show isdn status?

Make sure that linecode, framing, and isdn type are exactly what your carrier wants.  I've seen partial service with the wrong switch type in the past.
