if i recall correctly, that code belongs to temporary failure on the public network serving the remote user side

Did you find a resolution for getting this error?
Cause i = 0x84A9 - Temporary failure
I get this 30 seconds into leaving a voicemail.

hi,
anyone find answer help me with the same error but my scenario is something different.
the call flow where this happen is following: PSTN-GW(MGCP)-CUCM713-CUCM802-IPPHONE.
once a call comes in and goes through the gateway I get a tone reordering.

A re-order tone suggests you do not have "direct-inward-dial enabled" on your pots dial-peer so the router attempts to use two stage dialling
To resolve this, do the ff:
dial-peer voice 9999 pots
incoming called-number.
direct-inward-dial
