I have ISR4331-V/K9. I want know how many users can I active in CME vs CUCM

Hello Ammar,
Concerning the CME on the following link you will notice that typically the 4331-V/K9 can support up to 100 phones (the list of compatible phones are listed as well).
In respect to the CUCM, the number of maximum supported users depends on the actual implementation/server (s) that you are going to use. For example by installing a BE6000 you can have up to 1000 users with all their supported UC features (IM&P, Voicemail and other). Below you can find a Business Edition Comparison Chart

Note that the basic voice bundle router ISR4331-V/K9 does not include Callmanager Express licensing. If ordered with the router the SKU is "CME-UL" "Cisco Communication Manager Express (CME) - 1 CME Endpoint License" and quantity needs to match the number of extensions. Your Cisco partner can advise, and also deal with supplying licences separately if this is an existing router.
