Issues with Cubac calling logged out phones

I am experiencing an issue with our attendant console server, when a phone is logged out and they try to dial 0 for operator it can not be picked up through attendant console. Also calls can not be transferred to Logged out extensions, but they can be dialled outside of attendant console. Any ideas?

I would imagine the CSS being used by the logged out device cannot call the Partition of the Operators phone. With the transfer it is going to be similar, the CSS of the CTI Ports probably cannot call the Partion of the logged out device.
