I have a question
I want to migrate my Cisco's traditional telephony enviroment but I don't how vitrualize the gateway (router 2911) or it's neceseary use another virtual machine service that simulate the physical gateway?
I planed mograte all telephony to Azure
I have these:
Router 2911(pyhiscal)
CUCM v11 (virtualized)
CUC v 11 (virtualized)

I know that CUCM will be suported on VM Cloud at AWS.

You're way behind the curve, that has already been discarded, support for CUCM on VMware on AWS is no longer an option.
OP, none of what you're asking is supported on azure, so, I'm not sure how you came up with a plan to migrate to an unsupported platform?
My best suggestion is for you to engage with a local Cisco partner WITH voice specializations to discuss cloud options, whether it might be UCM cloud, HCS or webex calling.
