We are having issues with DTMF from Jabber softphones only. The softphones are running on both Windows and Mac versions of Jabber. Jabber v 11.9 in windows. I am pretty sure DTMF worked at some point in the past, but I can not confirm when it stopped working (at least more that 6 months ago). Problems when trying to join external webex meetings and anything requiring DTMF due to this issue.
Call flow is Jabber -> CUCM -> H323 -> PSTN.
CUCM v 10.5(2) SU3a
IM&P v 10.5(2) SU2a
DTMF works without issue from our SCCP phones.

DTMF should be working in Jabber, please engage TAC and provide them with up to date logs and we can go from there

Thanks for the reply Tom. I had an existing case open with TAC, but we were not making progress. Today they pointed me to the following BugID https://bst.cloudapps.cisco.com/bugsearch/bug/CSCux54464/?reffering_site=dumpcr. Hopefully after applying the workaround we will get DTMF to work from Jabber endpoints. Assuming there are not adverse affects.
