Manually assign a background image to phone via the phone settings page?

8851 phone on CUCM 10.5

It would seem to be very easy to do, but I can't get it to work.  Any ideas why?  If I upload the image I want to use to all the servers, restart TFTP service on all the servers and then enter that file name (houston.png in this case) on the Background Image field on the phone settings page (for the specific phone I want to use this image for), apply config and then reset the phone...the background image doesn't change to the image I want.  

The very same image works just fine if I put it in the List.xml file and then access it from the phone settings menu (Menu > Settings > Wallpaper).

Any idea why this won't work or what the catch is?

Yes what you are doing there will work since Device Configuration window has the highest precedence:

Parameters that you set in the Product Specific Configuration area may also appear in the Device Configuration window for various devices and in the Enterprise Phone Configuration window. If you set these same parameters in these other windows too, the setting that takes precedence is determined in the following order: 1) Device Configuration window settings, 2) Common Phone Profile window settings, 3) Enterprise Phone Configuration window settings.

Mention the background image name that you want to use in the Common Phone Profile that you are using for the phone instead of the phone and then check.

I copied an existing common phone profile that sets the background image and changed it to have the new image I want.  I unchecked the 'Enable End User Access to Phone Background Image Setting' on that profile. I applied that to my phone, apply config and reset my phone and the background does change as expected.  

I did some more testing and I found out the settings that will let me change it on the phone settings page rather than creating a new common phone profile for every new image.

I can create a new common phone profile with the 'Enable End User Access to Phone Background Image Setting' disabled (unchecked).  I apply that profile to the phones involved.  THEN I can go to each phone and manually set the desired background image on the phone's settings page in the 'Background Image' field.
