Max Number of Phones Reached on UC540

I am getting this message when trying to add the 15th phone on the system.  The system is supposed to be licensed for 16 phones.  Here is what show version reports

Why would it say 14 user licenses and does that mean phones or configured users?  My max e-phones is set to 40 under telephony services.

The problem was that while I though that the unit was shipped with the additional licenses installed on it that was not the case.  The additional license was an e-delivery and no information was given to me that I could use to get the file.  Once I got the file and uploaded it to the box it allowed the extra phones to work.  The odd part is that the system would allow 14 phones to work with only 8 licenses.
