Mobility CSS Behavior - Is the line CSS still in play when roaming?

Hello All,

I have a question of the effect of the device mobility feature in CUCM.  When a device is roaming, it still has access to the CSS's configured on the lines of the phone?  The only CSS that changes dynamically is the phones CSS correct?  The problem is the phones are configured backwards.  The phones line CSS has internal calling Partitions, and the phones CSS is the national partitions.

Yes, the line CSS is still prefixed to the device mobility roaming CSS. It was designed under the assumption that the line CSS implements the class of restriction (ie blocking patterns) while the device CSS contains all possible destinations. For example, if the user should not be allowed to make international calls that pattern is blocked at the line CSS level even though a routable pattern also exists in the device CSS; most specific match wins - and in the event of a tie the first/highest match in the partition list wins (line CSS is prefixed to device CSS). Certainly not the only way to do it but that was the recommended approach in the SRND for years.
