Music on hold not work in internal call but work in external call

CUCM 11.x  call  from 8841 to 7942 ,can't hear the music from 7942 on hold ,but 7942 can hear the music from 8841 on hold.

8841/SIP, 7942/SCCP

Can you check the Media Resource Group settings on each phone?
