Hi,
Is the provider leg SIP/Digital (PRI T1/E1)/FXO?
You will need to run additional debugs along with debug ccsip messages:
debug voice ccapi inout.
debug isdn q931 (if DIGITAL)
debug vpm signal and debug vtsp all (if FXO)
refer to Voice call troubleshooting:
do not run on terminal if ISR in production.
Regards,
Adarsh Chauhan

The problem is fixed.
The wrong ip interface was attached to the outgoing dial-peer which points to the ISP.
voice-class sip bind control source-interface GigabitEthernet0/0/0.1
voice-class sip bind media source-interface GigabitEthernet0/0/0.1
This was simply recovered by verifing :
CUBE#sh ip cef XX.XX.XX.XX
0.0.0.0/0
nexthop XX.XX.XX.XX GigabitEthernet0/0/0.1
