Outbound Calls issue through Backup SIP link with cause value=20

I have two SIP links configured on Voice gateway router from the same service providers to have redundancy.  Also I have configured SIP trunk between CUCM and Voice gateway with that two CE IP addresses. Outbound Calls are working fine through primary SIP link but through backup SIP link I received the following error with cause code=20 

Can anyone help me to how fix this issue?

Cause code 20 – subscriber absent whcih translates to 480 Temporarily unavailable in SIP, you may need to check with your provider on this.

Can you please post your CUBE config?

When you say you have 2 SIP links, do you mean separate dial-peers, etc.? Or are these registered SIP trunks?
