I am experiencing an issue where outbound international call quality to one specific location is degraded (static) but it is intermittent. When the international site calls the domestic site the call quality is fine, any other outbound call to an international site and the call is fine.
My guess would be since it is outbound that I may need to contact the tel-co regarding the PRI but I wasn't 100% sure.

If internal or IP-IP calls are working fine and only outbound calls are affected then surely the focus of troubleshooting would be on the gateway / Telco end. A good doc to troubleshoot voice quality issues

yes internal and IP-IP calls are fine, its only just the one international location (which is not part of our network)

In that case you should involve Telco.
