outbound PSTN call always busy

inbound and outbound call is working fine until yesterday. incoming calls from pstn is still working good but now we getting busy signal when call outside. 

We are using fxo for voice ports

we haven't change any configuration on cucm and vg router.

As we observe, voice gateway router is not giving the call to fx0 connected port.(we say this because when we disconnect fx0 to ports 0/1/1 and make a call, led indicator beside the port lit.unlike to other port that is connected.)

Since it’s a fxo and u haven’t made any changes, connect the fxo line to analogue phone and check if outgoing is working or not.

yes we did that, and its working.

what's the output of show voice port summary ? does the port 0/1/0 shows onhook ? if it shows off hook, give shut,  no shut.

This was solved by removing config on the voice port. (signal groundstart etc..) then shut/no shut the port.
