Outbound WxC with LGW calls fail but UCM over the same LGW work

possibly a unique position here. but:

I had UCM (dedicated instance) with local gateway in Australia.  this has been working well for some time.

I am migrating users to Webex Calling, utilising the same gateway.  I am using the same outbound dial-peer and voice translation-rules etc.., number are formatted correctly etc.

I am finding that local, outbound calls from WxC registered devices fail, yet the calls made from a UCM-registered device works.  to the exact same numbers.

To make it even more confusing, when I dial an international number, both devices successfully make the call.

Has anyone else had a similar experience?

Assuming that you have debug output from the LGW for both working and non-working calls and again making the assumption that the debugs that you have are for debug ccsip messages and debug voip ccapi inout. If this is so are you in a position so that you can share this with the community? If you do please collect the output and put it into a text file that you attach to the response.
