Phone migration is when you want your SCCP phones to migrate to SIP phones.
Phone update is when you want to update a phone configuration like for example changing the device profile

In Phone migration, it only change the protocol from SCCP to SIP. There is no option to chnage any otrher paramter of phone.
If you wan to chnage other parameters of phone you can use BAT tool.

If the phone migration is for SCCP to SIP, can't we change the phone configuration(CSS,Location,Region and so on) while migration.

Hi Vinoth,
Just a little FYI here
You can also use the Phone Migration feature in Cisco Unified Communications Manager
Bulk Administration Tool to migrate phones from one type to another in bulk. For example
let's say you had deployed 200 7940 phones and you wanted to replace them all with
newer 7945 phones. You can also use this tool to help perform this migration. Pretty handy!

Cheers!
