We are running CCM Call System version: 9.1.2.10000-28 in a cluster. All of the phones register with the subscriber and fail over to the publisher. One of our sites keeps dropping the WAN link to the subscriber. Where is the setting in call Manager can I change the preference of where the phones register? I am looking to change the phone to register to the publisher for just for that one site.

It is done through the Cisco Unified CM group which is assigned at the device pool level on the IP phones. You can set up a new CM group with only the Publisher in it.

Make sure you only adjust the device pool relevant to that one site. If you don't have that kind of design you are going to need to set up a second device pool for just those phones at that site then set the CUCM group to reflect the pub first.
