Good Afternoon everyone.
I was wondering what is the VOIP phone solution for a small business with less then 5 sites? This would be for a restaurant with each site having 10 phones or less, something I can have background music and an automated attendant answer. Is on premise CME still a thing? Or is there a cloud solution where I can still use my POTS lines or convert over to SIP. I am trying to get off a dated Avaya phone system. I worked for another company that utilized CME for a lot of years but each site was independent.

CME on isr4321 supports 50 phones.Cme will be an option. you can even think of Webex Calling,if available in your region.
Better option is to contact a local Cisco partner who is good voice. They will help.
To find a local partner in your region, Use Cisco Partner locator tool.
