My current setup is as follows
PBX to VOIP routers - WAN - VOIP router to PBX
Calls are getting connected and the phone rings at either site, when someone picks the phone up there is just silence.
any suggestions?

can u check the routing any acl, firewall,...?

Yes, look the routing rules (acl, firewall...) all that can to block the rtp.
The RTP and signaling protocol, use differente ports.

There is full routing between the 2 routers accross the WAN, there are also no firewalls in place or ACL's on any router interfaces.
is there anything else i should be looking at, or any other possible causes to this problem?

Send us the configuration both routers.
What is the codec utilized?

Try to create a voice class codec
Example:
(config)#voice class codec 1
(config-xx)#codec preference 1 g729r8
(config-xx)#codec preference 2 g729br8
On both routers and apply this voice class on dial-peer voip
example:
dial-peer voice x voip
voice-class codec 1
So, on dial-peer voip put the command:
incoming call .T
Example
dial-peer voice x voip
incoming call .T
