I have a GW with 2 E1-PRIs on dedicated NM module and BRI cards in HWIC slots. Whenever call is received on BRI and ISDN L3 comes up clocking is transitiong from E1-PRI to BRI even though the E1 has higher priority. As soon as the BRI L3 goes down after call completion the clocking transitions to backplane resulting in slips/etc:

Does anyone know why this is happening?

From the output above, the E1 circuits appears to be down, consequently they cannot be clock source.

Thanks for taking a look. The E1 was down after the call arrived on the BRI port, in order to get it back I need to shut/no shut the controller. Here is how it looked before the call arrived on BRI:
