Contact telco, AIS detected typically points to the issue on their side.

Hello Chris per Verizon " . Per my testing and the previous testing we are able to loop up and run clean patterns to the Verizon Smartjack or NIU. However when we try to loop the End User's csu we are unable to loop it plus we are seeing Loss of frame coming from them. We recommended you engage you End user's vendor to check for inside wiring or cpe issue."

Did you try replacing cable?
How about swapping the connection with another PRI to identify if it's port on GW or connection?
debug isdn q921 would be helpful.

i have asked the cabling vendor to check the connectivity from the demark point to the IT room where the VG is located.

debug isdn q921 gave the below output.
Nov 16 13:50:50.258: ISDN Se0/0/0:23 Q921: User TX -> RRp sapi=0 tei=0 nr=1
Nov 16 13:50:50.266: ISDN Se0/0/0:23 Q921: User RX <- RRf sapi=0 tei=0 nr=1
Nov 16 13:51:20.266: ISDN Se0/0/0:23 Q921: User TX -> RRp sapi=0 tei=0 nr=1
Nov 16 13:51:20.274: ISDN Se0/0/0:23 Q921: User RX <- RRf sapi=0 tei=0 nr=1

Hi Mohammed,
Can you please get the following verified with your provider?
1. switch-type
2. Framing: SF or ESF, Alternatively you can clear counters and change the framing followed by shut no shut, monitor it and see if it stays stable.
3. Clock source: I have seen some issues with clocking when set to network.
4. Linecode

checked.

Without a config to look at, that's hard to tell.
Look at the controller for errors and maybe get a debug q921 for starters.
