PVDM3-32 >> can handle 30 simultaneous calls on FXO/FXS/E1-T1 modules

PVDM3-64 >> can handle 62 simultaneous calls on FXO/FXS/E1-T1 modules

for managing 130 ip phones >> you must see how many simultaneous calls you may have ?..

and buy proper pvdm to fit your needs..

One small comment. FXO and FXS ports on the ISR 4K router models has built-in DSP resources, so these does not use the resources from a PVDM card. Other than that your answer is spot on apart from that there are no actual need for PVMD to handle any number of phones as these are used to facilitate POTS PSTN calls on digital circuits or to provide media resources like conference bridge ports or transcoders.

We are going to use isr 4451 as cucm cme voip router to manage 130 8841 ip phones. We are not using fxo/fxs ports as service provider line is sip based fiber and no analog fxs phones

Kindly advise if pvdm card 32 needed in this scenario

No you don’t need any PVDM for the phones itself. However you might need to have PVDMs for other reasons, like media resources.

Do PVDM3 modules store any data, logs, settings, configs, etc.? My guess is any config would be saved on the router flash.

The DSPs, aka PVDMs, are signal processors. As such they have not storable capabilities.
