QOS management

Currently deploying QOS inbound and outbound across the enterprise.  What are people using to manage these policies globally? What are people using to monitor the QOS performance and how are you being alert to tags being stripped across hops?

There are Netflow tools which can monitoring flows using DSCP values in the
IP Header, for example solarwinds NTA. Other than that you need to look in
pcaps to see the dscp value in IP header at the egree interface.

On MPLS networks, usually provider will provide per CoS monitoring,

you can use wireshark on end points to see if dscp values are honoured, done it many times.
