Hello,
I have a CUCM 8.6 with a Cisco Unity, some users have under DN/VoiceMail: "No Voicemail", but still they are receiving Voicemail from some external calls, if we try to simulate the problem we cant.
And we can't remove the users extensions from Cisco Unity so that the extensions can still be reached from the AutoAttendant.

If they can be reached in Unity and you're allowing users to leave a message after the greeting, they can get VM, no workaorund for that.
Re-configure so they cannot take messages in Unity after the greeting.
