Remote office call routing

We are bring up a remote office in another country. We have a WAN link that it looks like their IP phones will connect to our CUCM server over. We were going to have local POTS lines for incoming local calls into our 2911 ISR. How will those calls get to the phones in that office? Do they need to come over the WAN to our CUCM server, then ring there phone or can they dial the phones directly in that office? Would I need CUCM Express to do it this way?

Take  a look ont the CUCM SRND to unterstand the scneario, specifically this Multisite Deployment with Centralized Call Processing

In this model you have the CUCM in the headquarters and the branch have conectivity with the headquarter though an WAN connection.
