Restrict Admin Access per Device Pool?

Is it possible to restrict Admin access to phones in certain device pools?

A few years ago, I heard this feature was on the road map, but I haven't heard anything since.

I have a couple of remote locations that want to do their own MAC work.

Are there any 3rd party applications that do this?

NO this is not possible on cucm

cucm roles and privileges are assigned to places in the GUI (for instance phone admin, or system admin).

these roles cant deeper specified on, in your case, a device pool level.
