We are trying to replicate a feature that we had in Avaya. In Avaya we were able to put a Hot Line (Ringdown) phone number on any users phone in the organization. When the user went off hook and selected the Hot Line button it would automatically dial the Hot Line numbers destination The users phones would have their personal lines and the Hot Line number. The button was called a Team Button in Avaya. Is it possible to replicate this some how in CUCM?

I think you are talking about the PLAR (Private Line Automatic Ringdown) feature.
Below are the steps to configure that.
In CUCM:
Create a new partition called "Hotline_PT"
Create a new Calling Search Space called "Hotline_CSS", and only assign "Hotline_PT" to this CSS.
Create a translation pattern under Hotline_PT in CUCM. Leave the pattern field blank, and set Called Party Transformation Mask to the Hotline number.
Select a Calling Search Space for your translation pattern that can reach the hotline number
Then create a new extension, and assign "Hotline_CSS" only this extension. Do NOT assign this CSS to the device, just the extension. Finally, assign the newly created extension to any phone that you wish to use this feature. Go off hook, then press the button next to the newly created extension. It should ring down to the Hotline number.
Now, keep in mind, that if the Hotline is an external number, and you dial let's say 9 to get an outside line, then make sure to include 9 in your Called Party Transformation Mask under your blank translation pattern.

If the phone is a SIP phone you also need a SIP Dial Rule applied to the phone. This is all described in the doc I linked to above.

Let me see if I get your requirements correctly, you want to go off hock on the phone by lifting the handset and then press a button to call a predefined number? If so that would be a Speed Dial button that you press to make the call to the defined number. If what you want is for the phone to make a call automatically as soon as you lift the handset it is what @Maren Mahoney and @TechLvr is referring to, that’s called a PLAR setup.

Your requirement is a speed dial. Add speed dial as your second button . Assign the number which you want to ring when some one press this button. Doing so user will have two lines as you mentioned one his personal line and second in your terms "a Team Button"
The option which @Maren Mahoney / @TechLvr mentioned will be applicable for a different scenario and not yours.
