No, they are different.
Guessing slightly here, but the first looks like it's dealing with full PSTN numbers, whereas the second is dealing with just extension numbers.

It refers to a SIP trunk (a polycom VC sits at the end of it)
it can be dialled from the PSTN or internally
PSTN # = 01511236060
internal extn # = 4006060
I would like to create a router pattern to point the above to the SIP TRK.
