I want to manually create my route patterns and not use the @ symble.
But I haven't fond a good way to implement blocking 1900 numbers, toll free numbers Canada, Caribbean.
with the @ symbol is easy to do with route filters but how is it done without a route filter?

Then create the patterns you need to dial out, create the ones you want to block, and choose block this pattern for the latter.

It literally is as easy as Jaime says below:
1. Create a RP for 9.1900XXXXXXX (duplicate other scenarios)
2. Block at RP
1. Create a RP for something you want to be able to dial 9.1[2-9]XX[2-9]XXXXXX (duplicate for other scenarios and maximize patterns)
2. Don't block at RP
