https://tools.cisco.com/bugsearch/bug/CSCuv73972/?reffering_site=dumpcr
Do below:
Download the complete ZIP folder for the required phones and then unzip the same
Login to OS administration GUI of the CUCM and Navigate :: Software Upgrades >> TFTP File Management.
Click on upload files and upload all the unzipped files (one-by-one) in the directory. Use Directory as "/"
Restart the TFTP service
Note: Perform the above steps for all the CM/TFTP servers
Check below thread for more details, you are exactly facing the same issue:

Have you verified the MD5 hash value ?
What is the current firmware on e.g. 7941 phones ?

Hi , i already did Deepak Rawat suggestion for 7960 and its working , i will test the rest but seems right procedure for this.
The only differenceis that firmware dont go to phone defaults (could be an advantage as well).
Thanks Deepak Rawat

Glad that it worked and thanks for updating the forum with Correct Answer.Yes it will not go to the phone defaults but you will need to specify the load at the phone level or change it manually at the Device Default page. However, if you install a Device Pack then the new load goes in the the default device loads.
