I am using CUCM, and I already have caller ID that displays the external caller’s number. One of my users wants to see the caller's name for external calls instead of the number, but only for two specific numbers. The others should remain unchanged. How can I set this up? I am new to CUCM and would appreciate a clear step-by-step guide.

Simple answer, you can’t. Calling information is passed from PSTN and you cannot modify it in CM to add information for specific calls.

As @Roger Kallberg mentioned, it’s not controlled by CUCM. If the ISP is sending you the name, you should be able to see it. As far as I know, an alternative is using third-party directory services like Imagicle Contact Manager, which can display the caller’s name if the number and directory are added to the directory.

If I want to set up known callers, similar to how mobile phones display caller names for known numbers, is that possible?

Not without a 3:rd party service. There is no native functionality for this in CM.

It is possible for CUCM to capture the name portion of CLID and pass that along to phones, but it is an all-or-none setting. As @Roger Kallberg pointed out, there is no native functionality in CUCM to be granular about which calls will or will not get the name portion of CLID.

That’s what Imagicle Contact Manager and other similar third-party solutions can do, but not natively by CUCM.
