I am configuring a SIP gateway on a 2911 router using a 4 port FXO card. I am new to SIP, can someone point me to a Cisco document on how to configure SIP? My call control is being done by a Verizon HIPC system.

With all tihngs telco, you are reliant on their implementation of the standard. I would start with asking the provider if they have a sample config for how to configure your equipment to talk to theirs. Most providers can offer a sample config which will probably not be completely accurate but will at least get you started.
In the most basic configuration, you can do H323 dial-peers with "session protocol sipv2" and that can work.
The Gateways and Gatekeeper book from Cisco Press is a good resource for beginners and is now available on Google Books. there is also the CUBE configuration guide, but that is kind of advanced. http://www.cisco.com/en/US/docs/ios/voice/cube/configuration/guide/vb_book/vb_book.html
Maybe I'm just kind of confused, but what are the FXO ports for?

once you add the session protocol as SIP then this is not H323 dial-peer it is SIP !
