Long story short, we're trying to figure out why a reboot of our Publisher server fixed the problem with our SIP trunk when none of the phones were registered to our Publisher.

Phone registration has nothing to do with the SIP trunk. How was your SIP Proxy configurured, which CUCM server is it pointing to? Did you try to restart the SIP trunk before rebooting the Pub?

The CUCM servers both have a SIP trunk pointing to the SIP proxy servers' H/A address. (Two SIP servers running sort of a lame HSRP running between them).
Nothing on the SIP Proxy servers is configured to point to either of the CUCM servers.
I really just figured, since the phones registered to the Subscriber, the Subscriber would have the active SIP trunk.
