Hi can anyone please advise me on the different options of the smallest Cisco IP PBX with 10 SIP extensions for 10 users. Also please advise me on the price range with and with out license.

If you are comfortable with CLI then you could use CME on a router. That would be the cheapest option. Depending on where and who you buy from will determine your price.
