Hi,
When SRST is active on a router because it has lost communication with CM, can SRST make calls to a CCME? And can CCME make calls to SRST?

If they have an IP connection between each other and the dial-peers have been configured when in SRST mode then that should be OK as you can set the SRST VOIP dial-peer to be IP address of the CME directly rather then via CUCM. The only issue may be with CME in that normally they would route via CUCM but now they would have route directly to the SRST router if the above is true however you would need two voip dial-peers- preference 1, preference 2 so that preference 1 is to the CUCM - normal and preference 2 is to the SRST directly
