I want to do tail-end hop-off from one of our sites in Switzerland to the US. Carrier is Swisscom. Do they allow it?
Has anyone investigated this?

There is no country in Europe (including Switzerland that is not an EU country), where any legal limitation exist to VoIP in any form or fashion.
If you was to offer paid services to third parties you might need an operator license, but I understand that is not the goal of your project.

That is one of the many advantages of buying a VOIP system is you are allowed to run it how you want to in most regards. Tail end hop off and toll bypass are completely legal as long as you are doing it through your own configurations and not having your telco provider doing it for you.
