We are using a CME on 2901 Router. The problem is that when a call is transfer on any phone which already have two placed calls, then the third call is not transferred and the phone says, "Transfer Is To is Busy". We have configured blind transfer in our telephony services and do not want to work with full consult due to some reasons.

Are you using dual-line or octo-line for the phones? Do you have any hard-set busy trigger configurations?

I am using octo lines and no hard set configurations is there. I opened a TAC case and same problem occurred when they tested in their lab.
TAC has forwarded the case to the next level and soon i will share the results.
