Transfer license between cluster

I have 2 clusters

site A runinng cucm 9

site b runing cucm 10.5

i need to shutdown site A and transfer all license to site B

I need a document how to do that

There is no such document to do that. Contact Cisco Licensing Team through e-mail at licensing@cisco.com and ask for assistance in order to do this
