Transfer license from Cisco2921 router to Cisco2951 router

Dear Friends,

I have Cisco2921-cms-srst/K9 router with built in PVDM3-32 card, which was gone faulty, since this is a cme-srst bundled product with voice licenses, how can I transfer license to spare Cisco2951 router.  At present I don't have support pack from Cisco. How can I transfer license from faulty router to replacement router.
