Troubleshooting steps/commands for Voice ports

I have H 323 G W and i make calls through P S T N but I can't make calls now 

here are the shows of voice port

I can't understand the problem and I want to know what is busyout ?

Your ports are stuck in off-hook. Until and unless they are availabl/on-hook, you won't receive call and/or be able to make calls.
Attach a "show run" from the router.

Here are the configuration

I searched about the bug that appeared "operational status down due to cable removal" I found that it's a bug in the IOS and I should downgrade the version 

Is there another solution ?

Oh so you see that error in the logs. Send an output for "show voice cable-status summary".

That command isn't supported on my 2911 router

What IOS that you are running ? The command as introduced in 15.2(4)M IOS.

Yeah, that command is not available for you IOS. Do you have "cable-detect" command configured under the voice-ports ? If yes, are you seeing those errors even when the cable is plugged in ?
