UC540 -> CME call forward noan to CUE disconnecting

Here is my call flow

SCCP phone siteA calls an SCCP phone at site B over VPN tunnel. Site B phone has call-forward noan to CUE pilot.  This call get disconnected.

Also if I try the following

SCCP phone siteA calls an SCCP phone at site B over VPN tunnel. Site B phone has call-forward all to CUE pilot.  This call works and we get siteB's phone voicemail box.

 

If I look at the debug ccsip message I see that the CME is sending a Bye to the CUE.  Any ideas?

Hi,

 

Can you describe the topology? Do you have two CMEs @ sites A & B? How are they connected?

I have a UC540 at site A and a CME on a 2921 router at site B.  They are connected over the internet through a VPN tunnel.

Can you share the config of both?

A debug ccsip messages from both vg could also be useful

Above is the debug ccsip messages results when going to voicemail.  The UC540 does not use sip to go to the cme.  My main concern is why call-forward all would work and not call-forward noan.  also If I call from SiteB to SiteA both call flow scenarios work fine.

Also an output of a debug voip diapeer inout would be useful
