Probably a lot easier to do the setup/connection of smart licensing from the webUI instead of from the CLI. There you basically just set the url to your on-prem SSM, if you have it, and then use a token created in SSM to have the system connect to it.

Unfortunately, my CUC 12.5 is part of a enclosed network. I do not have the option to set the url. I absolutely not sure if I am inputting the commands correctly.

Have you reviewed the CLI reference guide?
All the commands and how to use them are explained in there.

Are you sure your using the correct command? From what I could tell on our 12.5 CUCs these are the license commands.
If you where to setup the connection to SSM I think the command to use would be license smart register idtoken token_id [force]

admin:license smart reservation install....then when inputting the license it errors out.

I was getting the same error on CUCM and realized I was missing the "" before and after the authorization code, once i put the quotes the issue was resolved.
Expected 1 mandatory and up 0 non-mandatory parameter(s)
but 23 parameter(s) were found
admin:license smart authorization install "<authorization code>"
