I've gone over and over what is blocking it and can't find it. Area code 671, no country code calling from the US. I did a dialed number analysis and it said it was coming up against "This number is blocked". I can't get the exact saying because now the DNA is not working, I am getting java and xml errors.
On the Route Filters I found "NANP-Non-US and Continental Dialing". Area Code == 67[0-1] was there. Dependency records shows one Route Pattern. That route pattern is 9.@ in partition BlkNonUS-NANP-US.
So, I remove Area Code == 67[0-1] and am still unable to call Guam.
Where else could it be blocked? The CSS of my phone has Int'l.

Have you tried adding an explicit route? 91671XXXXXXX pointing to the same RL as your regular LD calls?
The Route Filter you applied will block calls in the format of US LD if they are not in the Continental US.

I just tried that using the exact number, as you have it above, 9.1671, etc. Still no luck.
If I have remove 671 from the route filter, shouldn't that not block it? where else could it be blocked?

Yes, removing "NANP-Non-US and Continental Dialing". Area Code == 67[0-1] should also work. Or you can change the checkbox on that pattern to Allow instead of Block.

User error, I think. I tried lots of other numbers in Guam but only got RNA so couldn't say 100% that it was working. I Googled the number the user was trying and found another number for that company. I got vmail (though it didn't say any company name or anything else other than to leave a message). I assume it's working.
