Unable to unlock settings option on Cisco 7841 phone

Hi All,

 

After pressing **# on 7841 settings are not getting unlocked, we have completed the factory reset still no luck

This problem with all the phones on cluster and we only have 7841 phones.

Setting Access: set to enabled on device page.

I have tried these options but no luck, does 7841 phones have **# options to unlock it
