Im trying to get to the web administration portal of this device. It doesn't come up at all. I can ssh into the box.

Try restarting Tomcat thru CLI and then try logging again.

utils diagnose test is telling me that tomcat is not running.
When I run utils service list I get this.
admin:utils service list
Requesting service status, please wait...
System SSH [STARTED]
Cluster Manager [STARTED]
Service Manager is running
Getting list of all services
Service Manager is currently busy, please try again in a few minutes
Primary Node =true
Service Manager is running

This is probably a bug not fixed in your version of CUCM. The bug id is CSCsz11007.
you may need to reboot your publisher.
SSH into the box and try using the command
"utils system restart"
You may want to do this during maintenance hours.

I have rebooted the system twice. Didn't work.

After talking with TAC they are telling me I need to reload the system. Im a little curious about this as the engineer just ran util services start Cisco Tomcat and had me verify the file system. It doesn't seem like he diagnosed this as much as he should of. Does anyone have any tips ?
