Unity Connection After Hours Routing Issue

I have a system call handler that is supposed to send to an off net phone number after hours. I set up the closed transfer rule and put the number in the Extension or URI Field. When I call the number after hours I receive the following message - "This system is temporarily unable to complete your call, please try again later"
I used Remote Port Status Monitor to look at the call and I see the the RedirectingId is not in the E.164 format. Could this be the issue? If so, how do I fix it?
