Hello,
rebuilding Unity 8.6 Publisher onto a VM and the install stalls at the NTP server discovery. I am having network connectivity issues right now. Any way to skip past the NTP just to get the software installed and deal with the network connectivity issues after the app is up?

I believe this isn't possible to skip NTP reachability to complete installation. If you have trouble reaching out NTP on WAN, try to simulate a NTP on a router in your LAN and make sure unity can reach it. Once the application is up, you can modify NTP server entries.
You need at least one NTP server to complete installation of CUC

May be you can try making the ESXi itself as a NTP server.
