Unusual Behavior from VG350 and CUCM 10 when adding DN to Gateway

Hi guys, hopefully you can help me out. I have an environment running a CUCM 10 cluster managing our VoIP phones and 2 VG350 Analog Gateways. The vg350's are configured for MGCP and DN's are assigned through the CUCM GUI. The issue I seem to have is that after adding a DN to the gateway on a specific voice port, the line will not register. After some looking it was determined that the dial-peer is not being generated when apply config is used from call manager. Once I run a shut, no shut command on the voice port, the dial peer is created and the line registers with the call manager. I was told that this is not expected behavior. My initial thought was a missing config item in the gateway or possibly a firmware issue. Any thoughts will be much appreciated. Firmware version is 15.4(3)m3.

Did you ever figure this out? I am having the same problem on not only my VG350, but all my other VG's as well. I have the same MGCP and ccm-manager config as you minus the binding source line, which I didn't think was necessary. Why is CUCM not generating the dial-peers when I click apply config on the port I just configured, or even when I reset the gateway from CUCM? I need to go in an build the dial peers manually via CLI and then do a no mgcp and mgcp for it to register again. Any help is greatly appreciated.
