User unable to transfer calls

Hello Folks,
Let me start by saying, I'm really new to the voip domain, so apologies for any stupidity. Below is the current situation I'm faced with in a production environment. 


Normal Scenario.

External Call received on extension 146. User A answers the call and has to transfer the call to User B on another extension/mobile number. User then pushes the transfer button and enters the extension number for User B. In a normal situation, User B answers the call. User A then informs User B there’s a caller on-line waiting to speak to them. User A then pushes the transfer button again and the call is transferred without any issue.

 

Current Problem

When User A clicks the transfer button and the original incoming call (external) gets transferred to User B. This is a disadvantage as it doesn’t give User A any chance to inform User B who is on the line.

I know there's a difference in the configuration but after speaking to the MSP in-charge of the setup, they come back with the reply - all extensions have same config. Please could you tell me whats causing the issue.

I am not sure if this is the case, but can you check if you have set the Transfer On-Hook service parameter to True and this affects your call-transfers?
